I'm hoping to get a little better data for this one.
The biggest problem with the data I currently have is that
it only contains the "percent" values for certain years
(that is, the percent of eligible students in each state 
taking the SAT test).  I use the percent value to size the
bubbles in the plot, and that definitely shows that the 
states with higher scores had a smaller percent of students
taking the SAT (compared to most of the states with lower
average SAT scores).  For the years without the percent
value, I just make all the dots the same size.
