Note that I do recognize that this is a 'bad' bar chart, in that the bars
do not start at zero ... but this is the way the user wanted it, so I 
was obliged to do it that way.  (Note that I do provide a 2nd version of
the graph, which does start the response axis at zero!)

The main "tricks" in use here are blank titles and footnotes to add
the desired spacing around the graph, using legend 'offset' to move
the legend slightly up and to the right, and an annotated image/banner
at the top of the page (of course, using v9.2 dev=png so the image will
have enough colors to look ok without too much dithering).

Oh, and using the 'split' option in the group (bar) axis values,
so the long text can be split into 2 lines!
