Concealed Carry Weapon (handgun) permits in North Carolina, by county.

This is my imitation & enhancement of WRAL's map:
http://www.wral.com/news/state/page/11228410/

In WRAL's map, I noticed it was difficult to determine exactly which shade
of gray in the map matched with which shade in the legend. Upon further
checking with the 'Pixeur' tool (that captures a color off the screen
and tells you the RGB value), I determined that none of the shades in
the map exactly match the shades in the legend! (for example, Cherokee
county at the far left of the map has the highest value, and the darkest
shade of gray - in the map that gray is CX343434, but the darkest gray in
the legend is CX000000 - quite a bit of difference! Actually, the shade
used on Cherokee is closer to the 2nd-highest legend shade CX333333, which
imho seriously compromises the data integrity of the map!)

(Note: I contacted WRAL, and they figured out that they had inadvertantly
set the opacity of their map to 80%, and that was the reason it wasn't
matching their legend. They have since fixed the problem.)

I create 3 different SAS/Graph versions:

1 - Like WRAL's (except with the colors in the legend actually matching the colors in the map!)
2 - Uses fewer shades of gray (only 5), and uses quantile binning.
3 - This one shows ccw/square-mile, rather than ccw/person
